Session: The impacts of the new EPA transport rule
Steven Fine is a Vice President with ICF International’s Energy, Climate, and Transportation Practice. At ICF, his work has concentrated on evaluating the economics of conventional and renewable energy resources within the context of developing environmental regulations. This includes a number of multi-pollutant compliance planning, asset valuation, and environmental positioning assignments for electric generating companies in the United States, with a focus on evaluating the impact of air regulatory policies and allowance allocation methodologies on power prices, investment decisions, and asset values. Mr. Fine has led the electric sector analyses of the U.S. Climate Action Partnership (USCAP) and the RGGI, and was an invited panelist to a Senate Roundtable discussion on the future of 3P and 4P legislation conducted by Senators Carper and Alexander. |
